The Havre city government updated its snow removal plan the end of 2008, establishing priorities in how snow will be removed from city streets.

The top priority is removing snow from emergency snow routes. Those include:

• 12th Avenue from 17th Street to 1st Street;

• 17th Street from 12th Avenue to 5th Avenue;

• 10th Street and 11th Street from 5th Avenue to 16th Avenue West;

• 13th Street from 5th Avenue to 11th Street, via Wilson Avenue, and

• Beaver Creek Boulevard, Ridge Road and 1st Avenue from 5th Avenue to 13th Street.

The second priority is placed on major arterial streets that intersect high traffic volume streets, with special attention paid to streets near schools, hospitals and business areas. Those thoroughfares include:

• 2nd Street and 3rd Street, from 7th Avenue West, and

• 6th Street from 12th Avenue past 1st Avenue.

Streets on the third order of priority are in hilly areas, including:

• Sunset Hill Addition;

• Skyline Addition;

• Morningside Addition, and

• South Park Heights Addition.

Most residential streets and other streets not in the top three priorities are considered non-priority streets in the snow and ice control plan. Residents can call the department to report problem areas.

"These streets will not normally be cleared unless impassable and ordered by the public works director or his/her designated representative, " the plan says.

During a storm, the procedures also are assigned priorities in the plan. The first priority is for slick or icy spots to be sanded to reduce hazards or dangers, with particular attention given to areas near stop signs, traffic signals and hills. A top priority is to sand areas adjacent to the emergency snow routes, the plan says.

The second priority is that when snow depth exceeds 5 inches crews will begin removing snow on emergency snow routes.

The third priority is plowing of residential streets.

City laws also set the rules for people removing snow from their property. Property owners are not allowed to shovel or plow snow into the streets, and are responsible for removing snow from the sidewalks and driveways on their property. That includes snow that could be pushed onto the property when city workers plow the streets.

People with questions or concerns are asked to contact the Public Works Department at 265-4941.
