James Everett Eagleman of Havre, 38, was arrested on a Justice or City court warrant after a 12th Avenue caller requested Monday at 3:05 p.m. a civil standby and a First Street caller reported Monday at 3:11 p.m. that four transient males, who seemed to be on drugs, were looking at their cars.
