Milo was born May 16, 1971, in Fort Belknap, Montana to Jeb and Louella (Fox) Stiffarm, Sr. He was raised in Hays and attended Hays-Lodge Pole Schools and Flandreau School for one year in high school. He graduated from Hays Lodgepole in 1989. Milo enlisted in the U.S. Marine Corp and served for three years when he was honorably discharged to serve in the reserves for two years. He met Jordana Sullivan in Harlem in 1994 and the couple relocated to Minnesota in 1995. They were married May 18, 2000, and altogether they had six boys. In Minnesota, Milo worked as a security officer and later became a carpenter, working under the Minnesota Local Union #1644 and then #322 after the two merged. He attended Le Cordon Bleu College of Culinary Arts in Minnesota where he obtained his degree in Culinary Arts in June of 2008.

Milo was a reserved man with a great sense of humor. He was particular about his friends, but once you were a friend, you were a friend forever. He enjoyed hunting, target shooting, going for a drive in the mountains, spending time with his family and playing with his grandchildren.
