Wilson Joel Blackelk III of Havre, 34, was arrested on a charge of partner or family member assault after a caller on Ninth Avenue reported Tuesday at 10:11 a.m. a man had a woman pinned down and was yelling and screaming at her.

A Fourth Street caller reported that six juveniles threw rocks or eggs at a neighbor's house and ran off at 9:50 p.m. Tuesday.
