    It’s back to the drawing boards as Havre city officials look for ways to improve the city’s deteriorating streets. Voters Tuesday rejected the proposal to increase taxes $30 million over 20 years to reconstruct many city streets. The plan was defeated 918-1,199, losing in all four wards.     On July 14, Bradley and Mandy Briney of Kalispell brought their two-year-old daughter, Thelma Mae, to the emergency room with a bad tummy ache A large mass was found in her stomach, and after she was rushed to Seattle Children’s Hospital, it was determined that she had a very rare form of cancer. Spots were found on her lungs. She has undergone extensive treatment, surgeries, and high doses of chemotherapy since then.     Police have found 14-year-old Aliyah Gray, and she is safe and sound. Havre Police Chief Gabe Matosich said the missing persons alert issued for her has been cancelled. Authorities will interview her and determine where is the best place for her to live now. He said there is a possibility she will face charges.     A foreign national who was doing construction work in Havre faces charges he sexually assaulted a 13-year-old Havre girl who met him via Facebook. Eblin Javier Caceres-Martinez, aka Javier Martinez, of Honduras is in the Hill County jail on $50,000 bond facing charges of sexual assault, a felony, and unlawful restraint, a misdemeanor.
