    Friends and family of a local man, severely injured after a 2,000-pound round bale rolled over him while loading hay, are holding fundraisers Thursday and March 25 to help with his expenses.     The Havre City Council voted 5-0 at their meeting Monday night to allow the Havre City-County Airport Board to submit a federal assistance grant application to the Federal Aviation Administration for a project to rehabilitate the airport’s taxiway and runway.     A charter school bill proposed by state Rep. Jonathan Windy Boy, D-Box Elder, won the support of a majority of tribal council members on the Rocky Boy's and Fort Belknap Indian reservations Monday, when both passed resolutions backing the bill.     Members of the Hill County Parks Board, including new member Tony Reum, voted to table new Beaver Creek Park cabin lease ordinances until next year due to the outpouring of public comment.
