    It was the afternoon the lights went out in Havre Wednesday, when all business temporarily ceased and people in much of western Havre were without power as much as two hours. NorthWestern Energy said it first received word of the outage shortly before 1 p.m., leaving roughly 540 customers without power including Walmart, Kmart and stores in the Holiday Village Mall.   • Grant given to allow Hill County jail inmates to receive therapy

    Hill County, along with 15 others, has been chosen to receive a grant that will allow Hill County Detention Center inmates to seek out mental health resources while incarcerated. Hill County will receive $70,350 from the state to continue its mental health program at the detention center.     Fire restrictions have been lifted on Rocky Boy’s Indian Reservation. Burn permits are still required in all counties for any debris or agricultural burning and may have additional limits, according to the federal Bureau of Land Management. Restrictions have been lifted slowly in other municipalities over the last two weeks as temperatures dropped and it started raining more.
