    Police are still investigating who stole a puppy from the Havre Animal Shelter, a puppy that was found just more than a day after it disappeared. Havre Animal Control Officer Peter Federspiel said this morning that Alpha Dog, a 6-week-old male mixed-breed puppy, was found Tuesday, within 26 hours after he reported it stolen Monday.     Despite what an official called “gaps” in the effort to prevent the spread of invasive mussels at Tiber Reservoir, for the second straight year, none have been found in the body of water.     The Salvation Army is not abandoning Havre but is closing its thrift store to restructure and remodel, a regional director said Tuesday.     Staff and wire report U.S. Customs and Border Protection announced that the hours at the Port of Wild Horse north of Havre on Montana Secondary Highway 232 will resume winter hours on Oct. 1. The port will operate from 8 a.m. to 5 p.m. daily. The port has limited hours, running 8 a.m. to 9 p.m. in the summer with the further reduced hours in the winter.
