    Same-sex couples in Montana can now get marriage licenses at the Hill County Clerk of Courts office for the first time, now that U.S. District Court Judge Brian Morris ruled Wednesday that Montana’s ban on same-sex marriages violated the U.S. Constitution. Kathie Vigliotti, Hill County clerk of courts said marriage licensing paperwork previously only referred to husband and wife but are now available in gender-neutral versions.     Suspended Chippewa Cree tribal chair Ken St. Marks has won his effort to have the results of the special election upheld. A tribal appeals court has ruled that the tribe's election committee was wrong in overturning St. Marks' election as chair. St. Marks was sworn into his position shortly after 3 p.m. Thursday. He made an attempt to have the four newly elected members of the business committee sworn in to no avail. St. Marks said he will begin work as tribal chair of the Chippewa Cree as soon as possible.     The Veterans of Foreign War Bear Paw Jr. Rifle Club has honored a local teen. Noah Molitor, 14, of Havre was awarded the Distinguished Expert Rifleman title Nov. 11.   • Help sought in locating deer poacher

    State wildlife officials are seeking tips from the public about the poaching of a mule deer buck near Fresno Reservoir west of Havre. Montana Fish, Wildlife and Parks Warden Andy Matakis said the buck was shot on private property approximately one mile north of U.S. Highway 2 on Fresno Road. The deer was shot sometime between Nov. 2 and Nov. 5. Nothing was taken from the deer, and it was left to waste in the field.     Charter Communications said Wednesday that they are moving to an all-digital network in Montana, Wyoming and Colorado. The move should double Internet speeds at no additional cost to the user, a press release from the company said. It will also provide customers with access to more than 200 high-definition channels.     A story in Tuesday's Havre Daily News quoted Hill County Commissioner Mike Wendland as saying the Hinebauch Bridge is on Rocky Boy's Indian Reservation. Hill County Road Supervisor Jerry Otto said the bridge is on County Highway 70, two miles outside of the reservation. Gov.
