November trial set in Rocky Boy embezzlement charges

A federal court judge has set a date for the trial of six people accused of embezzling federal money slated for a regional water project.

Tony James Belcourt, Hailey Lee Belcourt and John “Chance” Houle, all of Rocky Boy’s Indian Reservation, and James Howard Eastlick, Tammy Kay Leischner and Mark Craig Leischner, all of Laurel, each face 17 charges stemming from accusations they embezzled money allocated as part of the American Recovery and Reinvestment Act to the Rocky Boy’s/North Central Montana Regional Water Project.

Judge Dana L. Christensen set the trial on the charges for Nov. 12.

The Chippewa Cree Construction Corp., of which Tony Belcourt is the CEO, is the lead contractor on the project, will provide water to nearly 30,000 people, including residents of Rocky Boy’s Indian Reservation and people across north-central Montana off the reservation.

Houle is the vice chair of the construction company’s board and a member of the Chippewa Cree Tribe’s governing body, the Business Committee.

The Business Committee announced after the initial arraignments that it was suspending without pay the tribal employees charged.
