Call for eligible organizations to Provide Boots to Business training overseas

WASHINGTON — The U.S. Small Business Administration announced Monday that eligible non-profit organizations, state, local, and tribal government agencies, and institutions of higher learning may now submit their proposals to host Boots to Business — B2B — courses at military installations outside the continental United States.

The awarded organization will provide B2B training to transitioning service members and military spouses at overseas military installations. The B2B program provides entrepreneurial education and training to military service members and spouses through the Department of Defense’s Transition Assistance Program. The awardee will provide a network of instructors that can teach B2B at overseas installations or online, as directed, as well as assist with course updates for compatibility with TAP.

“Our Boots to Business class provides education and support to our nation’s service members and their spouses as they transition from service to small business ownership,” said Tim Green, acting associate administrator for SBA’s Office of Veterans Business Development. “We are seeking a mission-oriented organization that will fulfill the needs of our B2B program OCONUS and provide service members with the tools they need to become entrepreneurs. Through Administrator Guzman’s leadership, we want to ensure our service members and military spouses are supported so they can pivot, grow and take advantage of new opportunities presented by President (Joe) Biden’s Bipartisan Infrastructure Law.”

The award will be made for a five-year period of performance, consisting of a base period of 12 months from the date of award and four non-compete continuation years of 12 months each with a maximum of $1 million in funding available annually. The SBA anticipates awarding one cooperative agreement from this announcement. Proposals must be submitted to http://www.grants.gov by 9:59 p.m. Mountain Standard Time March 28. No other submissions will be permitted. Any proposals received after this deadline will be rejected without being evaluated.

SBA’s Office of Veterans Business Development will host an information session to answer questions about the funding opportunity Tuesday, March 8, at noon Mountain Time via conference call. People need to dial dial 202-765-1264 and enter access code 504 032 159# to participate in the session.
