    With dry heat following a wet winter and spring, burn bans are going into effect and this region is in a Red Flag fire warning today until 9 p.m. At 12:01 a.m. today Hill County implemented a burn ban, prohibiting people in Hill County from open burning until the ban is rescinded, and the City of Havre is implementing water restrictions.     The executive assistant of the Hill County Commission took a victory in Tuesday's election, defeating the incumbent commissioner. Democrat Sheri Williams won the commission election in a close race, with 1,880 votes to incumbent Republican Commissioner Diane McLean's 1,781. Independent Les Odegard received 1,415 votes.     The Havre Eagles are again collecting some gifts to make the holidays a little more merry for some local children.
