    A Havre man is awaiting a new judge and his first hearing on a felony charge alleging he raped a Havre woman late last spring. Howard C. Richardson, born in 1961, has requested a new judge to take over the jurisdiction, now under Havre District Judge Dan Boucher.     A Joplin man is facing a felony charge alleging he was driving drunk Sept. 3 when he crashed the motorcycle he was using to drive home, killing his 8-year-old son and putting himself in the hospital.
