Havre merchant arrested on paraphernalia charge

The Tri-Agency Task Force Tuesday arrested the owner of Retro Works, a novelty shop in Havre, after buying a water bong at the business a week earlier, the task force said today.

Owner Milton Jay Harmon, 47, of Havre was charged with the manufacture or delivery of drug paraphernalia, a misdemeanor. He was booked and immediately released from the Hill County Detention Center, police Capt. Mike Barthel said.

Harmon did not have paraphernalia on display or visible to the public, but kept it locked in a cabinet in a back room, the task force said.

Harmon did not return phone messages left today at Retro Works, a shop that sells incense, hemp clothing, posters and skateboards.

More than one complaint from the community prompted the task force to investigate, the task force said.

During a search, officers seized a marijuana pipe, some weighing scales and business records showing he had ordered other paraphernalia, the task force said.
