Winter road maintenance must start early

Does anyone know what causes potholes? It's called poor winter road maintenance.

It's too late this year to make any headway. But to the powers that be, maybe next year you could get a jump on these streets and keep up on it. I know that's asking too much, but it doesn't hurt to try.

I drove out to Fresno last friday and couldn't help but notice how much better the dirt roads were maintained, compared to the Havre city streets.
