    Montana's attorney general has declined a request by Tribal leaders for an investigation into the death of Allen John "A.J." Long Soldier, 18, while he was incarcerated at the Hill County Detention Center.     Thank you Havre/Hill County volunteers who give the gift of life at local blood drives. The May drive had 110 successful donors with 134 presenting. The weather was beautiful, and many deferrals were due to low iron. This is a common problem in the spring and summer. People are eating more cool foods like fresh fruit and salads, and since it is so nice outside, often we forget to hydrate.     More than a third of an acre of grass on the 10th block of 4th Street is now charred earth after a grass fire early Wednesday evening. "It was obviously near some structures that are in town, but none of those were damaged," Fire Chief Dave Sheppard said this morning. Two firefighters responded in one truck to the scene at 5:04 p.m. Even though the fire came within eight feet of two structures, no one was evacuated because there was no real threat, he said, and no buildings sustained damaged.     With preliminary budget numbers in, Havre Public Schools trustees will vote Tuesday whether to approve placing a mill levy on the ballot in upcoming May elections. Last year voters approved a levy worth $36,623 in the elementary district and one at $77,603 for the high school district. Because enrollment numbers are up in the elementary schools, enough state funding will come in to allow the schools to continue programing.
