    HELENA (AP) - Former Havre school board chair and businessman Shad Huston agreed Friday to plead guilty to bribing a tribal official and conspiring to make false claims in order to take federal stimulus money awarded to Rocky Boy's Indian Reservation.     The city of Havre has many streets that are 50 to 70 years old, and the water and sewer lines beneath the streets are even older. Many of the streets are in such bad shape that they will soon be better off being gravel roads. The average life of a city street is 20 years.     Frank Leeds Construction Co. of Havre was the low bidder to construct improvements to the slow-pitch softball fields near the U.S. Border Patrol headqarters south of Havre. The company bid 63,439 for the project which will be funded by a state grant funneled through the city. Havre City Council approved the low bid Monday night. The state has to approve the bid as well.     Gavin Spinler, North Star Football Needing a win to keep their Class C Six-Man playoff hopes alive, North Star's Gavin Spinler helped his Knights do just that on Saturday. MSU-N sophomore hitter Cassie Krueger was named Frontier Volleyball Attacker of the Week for her outstanding match against UM-Western last Friday night.
