    The Great Northern Fair Board Tuesday approved requiring any group having an event on the fairgrounds have plans approved by the Hill County Health Department before their event is approved by the fair board.     Reuben Charles Blackwolf of Box Elder, 44, has pleaded not guilty in federal court in Billings to charges of second-degree murder and assault resulting in serious bodily injury.
