    After listening to recommendations from a committee, the Hill County Park Board Monday approved creating a waiver process to let cabin owners in Beaver Creek Park who have outbuildings out of compliance with park regulations justify why their buildings should remain.     The lengthy dispute over financing of operations at the community swimming pool is over. Havre City Council unanimously approved an agreement Monday night that will end the four-year lawsuit and 10-year dispute over how much the Hill County government should pay. Brandy Salway, a 22-year-old Santa Fe, N.M., woman, was driving a 2002 Buick westbound on College Row Road at 1:39 a.m. Friday, when she hit Rendell Redeagle, a 50-year-old Havre man.
