    For the second year in a row, Havre Public Schools will be able to cancel the spring elections. The school board Tuesday voted unanimously to cancel the election because the trustee race has only three candidates for three seats and there will be no mill levy request. Canceling the election will save taxpayers $5,000 to $7,000, School Superintendent Andy Carlson said.
