    HELENA — Blue Cross Blue Shield of Montana will become part of the nation's fourth-largest health insurer, Chicago-based Health Care Service Corp., the heads of the two companies said Monday. The deal, which the companies are calling an "alliance," is subject to regulatory approval, which will determine the company's final form.     A fire in the middle of the Fort Belknap Indian Reservation kept many local firefighters busy this weekend, but it should be extinguished by the end of the day today.     The jobless rate on the Hi-Line went down during July, even though it rose statewide. Montana's unemployment rate increased slightly to 6.4 percent over June's rate, with employment slipping by about 700 jobs.
