    HELENA — A federal appeals court ruled Wednesday that juveniles whose identities otherwise would be protected can be required to publicly register as sex offenders. An incident at Rocky Boy's Indian Reservation prompted the federal lawsuit. The 9th U. S.     Edward Harold Ghostbear is in jail in Havre on $30,000 bond facing charges that he, on at least several occasions, raped a young girl in a homeless shelter while she was visiting him. The Hill County Attorney's Office charged Ghostbear Tuesday with felony counts of sexual intercourse without consent, or, in the alternative, sexual assault.
