    BROWNING (AP) — A pair of rare winter wildfires fueled by 60 mph gusts burned buildings and forced hundreds from their homes overnight on Montana's Blackfeet Indian Reservation, but better weather conditions on Thursday helped firefighters get a handle on the blazes. The two blazes started around sundown Wednesday and together grew to 16,000 acres by early Thursday, said tribal spokesman Wayne Smith.     The Montana State University-Northern Rodeo teams wrapped up the fall Big Sky Rodeo schedule last weekend at the UM-Western Rodeo in Dillon.     A woman on Rocky Boy's Indian Reservation suffered a gunshot wound early today and was taken to Northern Montana Hospital. According to the Hill County Sheriff's Office call log, dispatch received a call from the hospital at 3:30 a. m. today that a woman had been brought in from Box Elder with a gunshot wound. A dispatcher at the sheriff's office said that, because the shooting occurred on the reservation, the local FBI office was notified. The FBI is handling the investigation.     The Hill County Commission Tuesday approved a budget with a $3 million reduction in spending, and did so without firing any employees, but also without much for new equipment and other capital outlays. "It's pretty frugal," Commissioner Kathy Bessette said Tuesday. The budget approved for fiscal year running from July 1 through June 30 next year was $20.413 million, compared to last year's budget of $23.362 million.
